What is the process for renewing a Thai driver's license for foreigners in Chiang Mai, and what are the common requirements?

Drivers license renewal: Updated experience –

So Thursday I went to renew my Thai license in Chiang Mai. I will preface this review by warning everyone I have a couple complaints. Maybe it’s just part of my culture to find something to complain about, maybe it’s just me, but they’ll be in this review so if that’s going to upset you I’d stop reading now.

My license was expired by 11 months. In case anyone wasn’t aware, you can renew a drivers license up to 1 year AFTER it’s expired without anything extra. The DLT opens at 8:30 officially, but the doors open at 8am, you can go in, get your papers, fill out and submit stuff. They’ll start doing work at 8:30 though. I go there about 8:20 with my friend and my Thai girlfriend. Foreigners don’t need to make an appointment or que up. You can see from picture one, there’s a drop box for foreigners, just put your documents there, the lady will look over them and call you up.

I followed the listed requirements as outlined on the DLT’s website. To note about the requirements:

- If you’re renewing a car and motorbike license at the same time, you only need ONE certificate of residency and medical cert. Make a copy and sign the 2nd one. You’ll need 2 copies of everyone, one for the motorbike and one for the car license.

- Medical cert

- Certificate of residency OR work permit with address on it

- Passport and copy of Data page and visa/extension

- Thai license and a photocopy of the license

- PROOF (by screen shot) that you’ve watched the 1 hour video.

This is where my first complaint comes in. No where did anything about this 1 hour video from the DLT’s website get mentioned until I got the desk. They said if you’re NOT on a non-immigrant visa, you need to watch the 1 hour safety video and show us a screenshot that you completed it. I asked what my visa status had to do with watching a safety video, I didn’t get an answer. Then I said, this wasn’t a requirement for an initial license right? No, if you have an international driving permit you do NOT need to watch the safety video for your first license, only if you’re renewing the license. So I can drive for 2 years without learning the laws but need to watch a video if I want to drive more after that?

I was more upset because I could have done it the night before instead of sitting there for an hour for no reason watching a youtube video that I couldn’t fast forward on my phone. I brought this up to the supervisor sitting in the back (after the front desk lady got tired of talking to me), her word for word answer as to why this isn’t listed as a requirement on the DLT’s website was, “there are to many requirements to put them all on the internet.” Okeyyy

Anyway, Knocked out the video, there were only 3 questions. Did the color test, paid the 310 baht, printer overheated so had to wait 10 minutes for it to cool down, and was out at 10:25, roughly 2 hours.

Honestly I’ve always had good experiences at the DLT, there was no exception this time either. Everyone was very friendly and helpful, it’s well organized, and not chaotic like immigration. While “watching” my 1 hour video, I walked around and looked at all their posters. To note, most of the requirements on the posters are out of date. They still call the temporary license a 1 year license, among other things.

Garret with due respect man , you are far too young to be worried about this sht , just roll with it , you'll cop more over time .

Here in HH if you have all correct , it's rather straightforward , every office is different , but really it doesn't matter either way .

for your useful report. It's funny that while I was reading your post I imagined you as the usual expat in his seventies, with beer belly and dead eyes, wandering in the office with his 50y Thai wife. I was surprise to see your young face. People working in offices in every part of the world just want pass the day without problems. They have to ask you to follow some rules and rightly they don't care if the rules don't make sense in every situation. They didn't made the rules nor have the power to change. I had to watch the video for my initial licence. (Surin) I had a current Victorian (Australia) driver's licence and a current IDP. On a Non-O Spouse extension.

Here's just some food for thoughts :

What's the point of asking why things have to be done a certain way instead of another, when you KNOW the answer (if any) will not change the way they asked you to do it in the first place ?

Why spending so much energy in vain (or did you really expect a different outtake after stating their rules and regulation were stupid) ?

Why a different country would have a different culture, mindset, logic, approach to things, different procedures for these cause their own take on them, that we couldn't all come to challenge and try to put a new spin on ?

Why don't we ever hear any complaint from people when all those same differences listed above benefit or please them ?

I find great the fact that you shared your experience here, as it will certainly be helpful to some people, so big kudos to ya for that.

However, I founded really weird to try to show them how non sense they were, by being illogical yourself.

Yeah, questioning the rules and regulation was illogical, complaining onsite about them was illogical, expecting a different treatment after that was illogical and not peeping that your whole take on it was wrong and inaccurate is illogical too.

I didn't know complaining was part of a "culture", I thought it was a personal choice. Obviously entitlement is as well. Where is this magical place you come from where butterflies flap their wings to announce your arrival at the DMV and non citizens are afforded superior treatment?

it is amazing thailand! and loves bureaucracy and rule based with some spices addedby different offices! you never figure out why. eg 90 day address reporting required? only a stupid theif will report genuine address but the policy consider it helpful to reduce for law n order, and the recent attract wealthy people eliminate this 90 day requirement, so wealthy people will be more law abiding? actually why 90 day and not 7 day if it is so urgent to prevent crime? never understabd wisdom behind many things

So are you confirming, if I understand you correctly, that you may drive for one year (legally) after your license has expired ?

As my license expires

towards the end of September this year my second question is how soon before before it expires may I apply to renew? Thanks

licence expiry means exactly that.... it's no longer legal to use on the roads, so if you're not driving, it's not a problem

Some immigration offices have different requirements, ie Nonthaburi wants 3 photo copies of passport pages each 90 days, but obviously not needed if I do it online.

I expect driving license offices have varying requirements as well which is frustrating.

I don't think so, I believe if you renew a 5 year while on a tourist visa you'd drop down to a 2 year temporary license.

Now you have to do a written test to renew. If you want to do it ahead of time most driving schools have the approval to give you the test and certificate of completion. This is new in the last couple of months

For your 1st stage getting the valid thai license what is the procedure ? Let say you holding a valid driving license from your origin country and do u need to take up any test or practical here DOT ? Translate the driving license to thai language ? Tq

Johnny, An IDP only lasts 1 year and you get it in the country where your driving license was issued.

You will need a valid international driving permit, photocopy front and inside, photocopy data page and stamp page in your passport. Letter from police stating you are staying at certain address, i.e girlfriend, medical certificate which is basically your weight height and blood pressure, watch the 1 hour video and answer 3 easy questions
