Roger. I didnt say there was a ban. Read my reply again. I said they will leave it as long as possible if they choose to impose one.

They will probably drag out the exit ban as long as possible so they can milk every last baht out of foreigners going to imm for an extension. No exit will mean they will need to grant some sort of visa clemency

They should, because this prevents foreigners married to a Thai from entering also. Not sure why they'd want someone with a WP returning to work (potentially exposed from travel abroad) during this time, but I understand the desire to contain the virus as much as possible.

Hopefully this will only last a couple weeks at most.
