Embassy in Penang post this today. Don't know what the "medical certificate" is supposed to say on it as offical government announcements are as usual, lacking of any useful information and incomplete in thought, but if I were to guess I'd say it has something to do with the virus.

Read it a third time... it's a letter from Thai consulate..

About applying for a Visa for thailand , FROM OUTSIDE THAILAND ,so a thai doctor can't issue it for you and it also has nothing to do with entering Malaysia .

There are no Thai consulates INSIDE THAILAND.
