Its a risk you take. From what I understand coming in with a visa, the airlines are not likely to ask you for other documentation. Coming in on visa-exempt may cause the airlines to ask for the other requirements.
I believe you can now buy a bus ticket for $20 which does serve as 'onward travel" which is the requirement.
If you take a direct flight from Bangkok to Phuket then you will not require another visa. However, if your flight takes to you to Tokyo then Los Angeles then Sydney then London then to Phuket, you most definitely will require a new visa.

My larger concern is how do I verify the individual has the authority/ownership over the business. My concern is that I would get swindled. I would give them down-payment and they would disappear. i did meet them on the internet.
I will go to meet them next week and see the property but even the best hustlers could work out a scam.
Pattaya Immigration Office and be a pain. I am not sure anybody would call it "user friendly". If you're doing a retirement visa you will likely want a TM30 for your actual residence. I would recommend you do it as soon as possibly - no reason to give immigration a reason to be a pain in the ass.
I dont think they care where you apply to be honest. However, I dont recall. I keep photos of my DL so I could have used either the NC or the TX, but I don't remember if I needed to upload my DL. I think I should my passport - which suffices for residency of country, which is what they are asking for.
