Does anybody know if Songkran has been cancelled? Specifically I am curious to know if DHL, Bangkok Post, etc will be running

What do you mean by "running"? Bangkok Post - they will be publishing everyday. The Phnom Penh Post has said they will go on a 1 week holiday but not the Bangkok Post.
DHL - not entirely sure. But probably no delivery between the 13-15. They're incredibly slow anyway, the Thai postal service is much more reliable.
