Never heard of one being denied unless there's an extenuating circumstance (like you've committed a crime and the police have petitioned for you to be removed from the country.)

This is for the evisa, to prevent people from applying at an embassy in a country they're not actually in.

If you're in your home country, just upload something with your address on it (drivers license, bill, ext). If you're in another country, a hotel booking is fine.
