TLDR : Answer Summary
When applying for a 60-day Tourist Visa (TR) for Thailand, you need to provide proof of your current location. Acceptable proof includes documents that display your current address, such as a recent bank statement, utility bill, or a certificate of residence. If you are not in your home country, you can use a hotel booking or an entry stamp as proof of your current location. This requirement helps ensure that applicants are applying from the right country, especially when using the eVisa system.

Mine got refused because of that, although in fairness I applied in France and my flight was (is) from Bosnia.

This is for the evisa, to prevent people from applying at an embassy in a country they're not actually in.
If you're in your home country, just upload something with your address on it (drivers license, bill, ext). If you're in another country, a hotel booking is fine.
When completing applications, say in UK, for most things they ask for proof of where you live. We used bank statements or utility bills. If. Generally not asking for a physical GPS location.
But if you were applying for something like a visa, when not in your home country then I'd expect you'd have something to show where you are: your hotel booking or entry stamp perhaps.

Unless you're not in a place you usually live?

Something with your address. Same sort of thing as you'd use at home when asked for proof.
