That's dumb. Even if Phuket opens to international air travel, 99% of people fly into Bangkok. And as far as I know, there's only 1 country that is even considering developing a vaccine passport.
You can only get a Non-OA in your home country. You can transition to a Non-O yearly extension in country, but you'll need 800k baht in a Thai bank account, something you don't need of you get the Non-OA in the US.
I don't understand how, it's posted on most of the other embassies websites. Maybe the Thai embassy in Hague forgot to pay their internet bill last month.
The Krugsir location in Emquartier mall is the go to in Bangkok to open a bank account with. You need your passport and some type of lease or rental agreement.
