No, very few foreign companies are under the BOI. Most are setup as a branch of their international counterpart.

I can't speak for all countries, but US passports get a new passport number. Your thai drivers license number is your passport number, so it needs to be updated. As for your bank and phone carrier, how else are you going to use your passport as an identification document if the number doesn't match?

Take the letter your embassy will give you with your new passport to immigration, they'll move your current stamp to you new passport.

Monthly income is only for the yearly extension. An initial Non-O you need money in the bank, unless you're embassy provides income affidavits, which most don't anymore.
