We had a group member said that he was from the US, applied for Thai visa while in Turkey. I was under the impression you can apply for evisa anywhere. It not like they're checking your location.

You didn't ask but I will tell you anyway. An Immigration officer once told me Education Visas aren't the best option for long term stay. As such I never gotten one. I would do visa runs instead. Each visa run was 2 - 3 weeks away.
Of course if you are truly studying, that's another matter entirely.
Last December 31, I went to the US. I needed nothing. Airline asked me to fill out some paperwork but nobody asked me for the paperwork. Airline also wanted to see my vaccine record, but nobody in the US asked for it. I doubt things have gotten worse.
Honestly, I didn't try that hard. The lady told me no and I accepted it. I know in Thailand 'no' just means ask the next person. I think my DL has my current passport number, I never looked.
I don't remember how much I was quoted but it seem stupid expensive.. I ended up doing the thing myself. It takes about a day (Pattaya), running around immigration office, DMV, etc. I did have to pay some school to give me a piece of paper that says I watched a movie or something.
