Yes those are two of the stated purposes but as you point out it's a Non Immigrant visa. Also if you happen to be retired before age 50 then you won't qualify, therefore being retired is not a criteria to obtain the visa

You need to apply for the 30 days extention of stay, it's not a given and many people are now being denied due to their history of entries
