Yes, at immigration there's a desk marked "reentry permit". Go there before you get stamped out.

 No, it depends on the embassy. Most embassies won't issue multiple entry Non-Os. If you're retiring you can look at the Non-OA

Before wave 3 DLT was open, not sure if it's changed in the last two weeks though.

You do need to make an appointment for a new license, foriegners can't use the online system you need to go in person and make an appointment.
