Each person who applies for a Non-O based on retirement needs 800k in an account in their name. Your wife can't use your account, she needs 800k in her own account if she's on a Non-O retirment.

You do not need a work permit or any specific visa to invest in Thailand. Many people buy condos and rent them out as investment properties. The same with businesses, you can invest in (almost anything).
Non-O based on retirement is single entry, as is the yearly extension. If you want to leave the country you need to buy a reentry permit before you leave. Single is 1000 baht, multiple reentry is 3800 baht (valid for the length of your extension). Note the reentry permit doesn't change any expiration dates, if you're outside when you visa or extension expires you need to start the processes again.
