Non-OA's can only be obtain in your home country or country of legal residency.

You don't need a workpermit for a post paid plan. Whoever told you that is a moron. Also they don't throttle speeds for foreigners, they do for pre-paid plans. And every Thai person I know is on a prepaid plan because it doesn't require a commitment.

You're probably on a tourist sim though. You need to go to an AIS shop and get an actual plan, that gives you fixed data speeds. I have mbps up and down for 200 baht a month.

UK passport holders can enter Vietnam for 15 days without a visa. Cambodia you need to buy a visa at the border. I think it's $15.

The certificate of residency will just be mailed across the street.

Education visas for universities are for 1 year (90 days + yearly extension), and it can be extended every year, 1 year at a time.
