You don't need a work permit for e-banking. Everyone with an account gets access to internet banking.

No idea what the 2nd part of your question is, but visa exempt entries and tourist visas can only be extended once. There's no exception to that. Currently until July 25th you can still apply for a '60 day covid unable to travel extension'.

If you have an underconsideration stamp and you didn't report on that day, you're currently on overstay and not in the country legally. Go on Monday, most likely you'll be fined for the overstay.
