No, that was only effective after the notice was published. If you applied to TP before that notice and are traveling after December 15th, they should still be processing your application.

There is no restriction on when you can take covid tests. You will not be permitted to board the flight if you test positive, period. Only option is to take the test once a week until you test negative, hopefully that's sooner than later.
