Does this imply that already sent application results won’t be available till December 1st? Im on day 8 of waiting for TP,  though it is my 2nd attempt feeling like it shouldn’t be taking this long?

I applied for 4, nearly 2 weeks ago. Don't fly until 27 Dec, literally in the last minute one has just been approved. They are obviously still accepting the ones submitted prior to the changes being announced

No, that was only effective after the notice was published. If you applied to TP before that notice and are traveling after December 15th, they should still be processing your application.

When is your flight booked for ?

If its after 15th December they wont issue, if its before and you been waiting this long I would contact them through there e mail or phone.
