Idk what you're talking about with the hair salon, but there are many different types of Non-Os. A non-O based on marriage or vollenteering can have workpermits, retirement cannot.

When does a 6-month METV multientry visa become valid?

Visa validity and your stay in Thailand time are 2 different things. A METV gets you 60 days of stay per entry, regardless if you enter on the same day the visa was issued, or the very last day the visa is valid for, you get stamped in for 60 days.
