Non-O doesn't require health insurance but requires 800k baht in a Thai bank. Non-OA requires health insurance but no money in a Thai bank.

Might be better to enter Thailand on a tourist visa and transition to a Non-O in country, then you don't need health insurance.

Where ever you stay, they need to submit a tm30. Take the tm30 receipt and your passport to immigration before 11:30am. No minimum stay required, 1 nught is fine, but they mail the COR to the address you use on thebtm30.

ED visas don't take that long to apply for. If she can enter with a 30 day VOA, that's plenty of time to get an Ed visa.
