The restrictions are as a result of the emergency decree, not legislation. As a result, a change to the restrictions don't need to go through legislation and be published in the RG.

In Thailand you insure the vehicle not the person. Government minimum coverage can be bought at the DLT when you pay your tax on the bike. Its than 1000 baht for the year.
