Yes it is, remember though it's the cheap medical cert from any clinic (I paid 80 baht for it couple months ago). With a non-immigrant visa you do NOT need to watch the 1 hour video.
Hey Peter, most DLT offices allow renewals up to 60 days before expiration. You'll need 1 copy of everything per license (so car and motorbike would need 2 copies), copy of passport data page, visa/extension, old licenses, yellow book. Other than the documents you listed, you also need a medical certificate, otherwise you should be good.
Pattaya must be using a seperate system then from the main DLTs appointment system. The DLTs system that they use in Bangkok and Chiang Mai will only take Thai ID cards, foreigners can go in the mornings without an appointment because they can't make appointments.
You need a certificate of residency for a renewal, passport, old license, copies of everything, and medical certificate. If you're NOT on a non-immigrant visa then you need to watch the 1 hour video before you go there. The videos online, Google DLT online learning. Show them the screenshot when you're done.
