You can use an agency if you don't have the money. Thai Visa center charges around 32k baht for 15 months, you don't need the 800k.

 I didn't write the law mate. Its mostly for people living on the islands and out in Issan.

Believe the law says more than 100km from an immigration office you can use a police station for 90 day reports and tm30s.
