Yes you can, enter on a visa exempt or 60 day tourist visa and then convert to a 90 day Non-O in country.

Don't overstay, if nothing else it's a red stamp in your passport that every country will see that you go to (you overstayed in Thailand, you might overstay there too).

You can extend 30 days in country at an immigration office for 1900 baht.

There is no insurance required for the Non-O. If he has a Non-OA he's renewing, he can only purchase insurance from the immigration approved vendors.
