The ones that get approved right away gets approved by the automated system. If you upload everything correctly, that's how it should work. Otherwise, someone has to manually review the documents.

Chiang Mai DLT requires the foriegner to be present, have a valid visa, AND have a certificate of residency. This means if you're outside Thailand for some reason, you wouldn't be able to sell your vehicle, something a lot of foriegners stuck outside Thailand during covid ran into.
