I went to a Kasikorn last month to open an account on a covid extension, "it's against the law." Walked next door to bkk bank and they opened one in 5 minutes. I opened my Krungsri a few years ago on a TV no problem in Bangkok. I went last month to open another account with them in CM, wouldn't do it (even though I already have an account with them).
from what I understand, Vietnam has still suspended issuing all visas. They lifted their covid entry restrictions but suspended issuing visas on the same day.
2 reasons, mitigate the rapid influx of people and they're trying to clear out foriegners in the country long term (not sure why, seems like a corruption Crack down though).
There's a FB group, "vietnam legal advice", I'd try posting in there just to be sure but I'm pretty sure you can only enter visa exempt for 15 days.
I'm pretty sure Vietnam restarted their visa exempt entries. You don't need to apply for a visa exemption, the visa on arrival you have to pay for is only for nationalities that don't have visa exempt privileges (like Americans).
I'd have to check about covid test, I thought they scrapped that too if you're vaccinated.
