 It's every 90 days you need to leave, not 30. And it can obtained at any Vietnamese embassy (there's one in Bangkok). You can have active visas in multiple countries.

 USA is the only nationality eligible for 1 year tourist and business visas. The visa needs to be obtained outside vietnam though.
