Are you doing it based on marriage in Bangkok? Then you can use the 40,000 monthly transfers even if your embassy does not certify it. You'll need to go to your bank and get them to issue "credit advice" statements for each transfer you wish to use. That's the proof immigration division 1 accepts when your embassy will no longer certify it.

book your ASQ directly with the hotel. This is how it was done for almost a year before agoda started offering the service. All of the ASQ hotels would rather you book directly anyway, it saves them from having to give agoda a commission
if the CCSA, PM's office (and ministry of public health) are all on board, why have they all declined to confirm anything? It seems like something they would be promoting. Rather, the only ones saying anything definitive have no authority and great incentive.
