You do, phuket takes 4-6 hours for the results to come back. No reason to think Bangkok will be 24 hours.

Non-OA you apply for in your home country, the money can (should be) in a bank in you home country.

Safe to carry? As much as you need if you leave it in your hotel. Don't bring it out to the bar with you. I normally take atleast a months worth, it's cheaper to exchange cash in person that ATM withdraws or bank transfers (granted not that much cheaper though). Also, keep a little bit of your home currency with you for when you leave.

Depends what the emergency is. A US citizen lost their passport, yes. A foreigner who's applying to late for their ED visa, doubtful.

You have to go online to the embassies website and make an appointment. Dates are about 2 months out right now from what I've seen.

Any nationality can apply for a US visa at any US embassy.
