TLDR : Answer Summary
SHA+ accommodations are designed for travelers participating in sandbox schemes and the 'test and go' program starting November 1, 2021, allowing them to explore while in Thailand. In contrast, ASQ (Alternative State Quarantine) entails a strict quarantine in a hotel room for the duration required.

SHA+ is used for the sandbox schemes and the new “test and go” from November 1st. ASQ is where you quarantine in your room for the period that is required.
"Exemption from Quarantine" scheme says "1 night OR negative test result."
I suppose it's a bit nebulous what "1 night" means, as someone could stay over the midnight hour, but at least you can presume much less than 24 hours.
from what I read from the Thai Embassy in Ottawa website, it starts at 09:00 Nov. 1. Local time in Thailand obviously. Current time is about 02:08, so it should not be. But stranger things have happened
So, no consensus, weird that we must debate among ourselves the customers rather than have a representative of the Department of Immigration clarify. Singapore does this in spades. You can actually email them and they respond. Very rare for any government.
Still, 'clear as mud'. If I book a hotel room in Bangkok while waiting for the new system to kick in, which it has to be is ambiguous to me. Maybe it doesn't matter. Both are just as valid and poor value?
