This is where the terminology and pedantic words come in to play.

Chilean passport holders get a visa waiver entry based on a bilateral agreement. This gives them 90 days on arrival.

A visa waiver entry cannot be extended.

A visa exempt entry can.

Your friend would have to border bounce to get a new 90 day stamp to stay longer than 90 days.

I believe by air would be a better option. Some of the land borders with Cambodia can be a bit of a nightmare.

If your children will be going to an international school then get paperwork from that school and apply for education visas for them. You can then apply for a “guardian” visa. There is a financial requirement of 500k each year for the extension.

There is no financial requirement for your children (other than the school cost).

Your partner could apply for a DTV visa which allows them to work remotely. If they want to hire staff and set up a local company then they’d need to do a bit more research on the set up requirements.

100% it will apply to NZ. Also you really don’t want to be applying for any type of visa from NZ. They charge up to 5 times the price of any other embassy/consulate worldwide.

You have to be in the country where you’re applying from. Vientiane uses a hybrid sort of system where you apply online and when you’ve applied they contact you to tell you to go to the embassy to pay.

Think you may be thinking of malaria. Very uncommon. Dengue is not. Many many cases of it. It’s incredibly horrible to get and will have you bedridden for days on end.

In theory there are vaccines for it but I have no idea if they’re effective

You are confusing this post with your initial application for the visa. The OP is applying for an extension for the visa he already has.
