TLDR : Answer Summary
Your friend can complete his online application for entry into Thailand on any of the following occasions: 3 days prior to arrival, or even on the day of arrival. Options include filling out the application while on the way to the airport, the day before departure, or even during check-in at the airport. It is advisable to submit it at least 72 hours prior to landing for a smoother entry.

even upon your flight landing on arrival at the airport in Thailand, anyone can submit their TDAC before going into the queue for Thai Immigration Arrivals

Or, if you would like to be more prepared than that, 3 days before your arrival in Thailand

He can do it on his way to the airport. or while standing in line to check in. Or the day before.

It takes 2 minutes and there's no wait time.

it’s not an entry approval form. That’s at the discretion of the immigration officer as usual.
