This is the published order that as in effect tomorrow Russian nationals will get a 60 day stamp on arrival - a change from the previously granted 90 days.
At this point in time it is unclear whether they can still opt for a 30 day entry (and therefore get an extension and possibly change to another type of visa in country - which they could not with a 90 day entry) or not. I will update when I hear more.

TLDR : Answer Summary
Starting tomorrow, Russian nationals will receive a 60-day stamp upon arrival in Thailand, a reduction from the previous 90 days. It is currently unclear if they can still opt for a 30-day entry, which would allow for extensions and potential visa changes in-country. Further updates will be provided as more information becomes available.

Do you know anything about restrictions on border runs for Russians? As I’ve understand some of the countries with bilateral agreements also are excused from these restrictions.
It’s based on a bilateral agreement and it’s relatively easy for Thais to visit Russia. It’s incredibly difficult for Thais to get a visa for Europe, the UK or the US amongst others.
