Probably more likely that the manager couldn’t be arsed to do the paperwork needed to open an account for a foreigner.
As an aside are you American? Just asking because the paperwork for Non Americans is about 3 pieces of paper. For Americans it’s about 360. (A little exaggerated perhaps).
You have a window of 14 days prior to 7 days after if reporting in person. You won’t get fined for 7 days. If you’re 8 days over or 8 months over the fine is 2,000 baht regardless.

You’ll probably have to try other bank branches that know what they’re doing to open an account. There’s nothing stopping you other than the branch manager not knowing what they’re doing.
Some like the OA visa as it is a year long visa (that can be stretched out to 2 years) and doesn’t need funds in Thailand. However it does need a police check and health insurance, which can be difficult for some.
A Non O visa obtained either before entering or after in country doesn’t require the health insurance but does need funds in a Thai bank. Which is harder to do now if you don’t have a long term visa prior to coming.
Maybe state whereabouts you are in Thailand and perhaps someone will know an agent who could help. Incredibly difficult these days without one. Possible but highly unlikely.
Hi. You might want to check out the OA visa available from your home country. It would give you a visa valid for a year but does need health insurance and a police check. Many use this visa to eke out almost 2 years with planning and not needing funds in Thailand.
A Non O based on marriage or retirement would only be valid for a 90 day stay unless you extend for a year.
Ok. A tourist visa is valid for 90 days from issue date. That means you have 90 days to wing your way to Thailand.
On entry you’ll get a stamp for 60 days stay on arrival. So you arrived yesterday and got a stamp for another 59 days (arrival day is day 1). That is a correct stamp for that visa entry.
The TDAC has nothing to do with any visa type (or exempt entry). All foreigners fill it out regardless of what visa they hold. It doesn’t give you any time on entry. Your visa gives you that. Visa exempt is currently 60 days.
