Depending on your nationality (if your country’s embassy will issue an affidavit of income) then you don’t need any money in a Thai bank. You use that as proof of funds.
If you are from the US, UK or Australia (and probably others) then they will no longer issue those so you have two options.
The first application for a Non O visa and then year extension you need to have 800k in a Thai bank account in your name to get them. Even if you had previous 12 months or more of overseas deposits you have to use the 800k method.
After that you can choose to keep 800k in a Thai bank (2 months prior and 3 months after application and can’t go below 400k for the rest of the year.
Or have 12x monthly international deposits of 65k or over. Once the funds hit your bank you can spend at will and there is no requirement for a positive balance - just that you have at least 12 months of 65k. Be aware that if for some reason like exchange rate drops or whatever and you are 1 baht under the 65k for just one month then your extension would be refused.
Also be aware that if you paid 1,000 baht for a re-entry permit then it is a SINGLE re-entry permit, not multiple. You can use it one time only.
Bangkok seems to be hit and miss on this one. Some report requiring one and some say not. What I suspect is that they check if you have one filed on the system already (you’re staying in a hotel or your landlord has already filed) so they don’t bother to ask, but if you aren’t on the system they will ask you for it - which you obviously won’t have as you’re not on the system.

Completely depends on the immigration office you use. For an example in Phuket you never used to need one, but as of the last few weeks it’s now mandatory.
Your friend (or their landlord) may be able to file a TM30 for you using the online system.
Otherwise they can go to your local immigration office to file it.
Or book to stay in a hotel for one night and ask the hotel for the print of their filing the TM30. You obviously aren’t obligated to actually stay there overnight but you’ll almost certainly need to pay them to get the TM30 print.
You don’t have to be in your home country to apply for a DTV. You need to use an embassy or consulate that will let you apply. For the UK that’s a very good majority of them, but you need to be in the country you are applying from. Even if the consulate uses the evisa system you need to be in the country to apply.
Yes in theory they wouldn’t know that you aren’t but they’ll ask for proof that you are, like current address and such.
Turkey as yet doesn’t use the e-visa system. Malaysia is switching over to it as of October 8th.
Yes most of Europe and places like Canada and US and such have been on the system for a few years. Local embassies or consulates haven’t used it until now.
