Anytime you leave Thailand before hitting the consecutive 90th day, your 90-day counter reset and restarts on the arrival date as day 1.
Once you leave Thailand before the date on the slip, that date that was given to you, September or October, doesn't matter any more. You can just throw that slip away if you leave Thailand before the date on the slip (usually, the immigration officer at the passport control on departure would discard it).

, you may be able to apply for a Non-O visa in the country where you work as long as you meet the requirements. It doesn't matter whether you work in that country or not. You cannot work only in Thailand when you apply for Non-O retirement, and enter and stay in Thailand on a Non-O visa/extension based on retirement.

Technically, there is no maximum limit to the number of days on your entry stamp for you to apply for your in-country Non-O visa based on being over 50, only a minimum limit of 15 days remaining (or 21 days in some provinces). So you might be able to apply anytime. But as James said, better go to your local office to check their policy on that and the latest requirements.
