TLDR : Answer Summary
As a US passport holder in Thailand with a 60-day visa exempt stamp, you can apply for a Non-O retirement visa as long as you have at least 15 to 21 days remaining on your current visa. It is advised to visit your local Thai Immigration office as soon as possible to get specific requirements and ensure you have the necessary documents, like a bank account and rental contract, ready for your application.

The biggest issue will be opening a bank account locally and transferring money as well as getting a rental contract for an apartment. Just finding a bank is going to be quite time consuming. Bangkok Bank is usually the best bet. Many other banks have restrictions.

As others said your best bet is to talk to the local immigration department about what you need to do. Asap.

Technically, there is no maximum limit to the number of days on your entry stamp for you to apply for your in-country Non-O visa based on being over 50, only a minimum limit of 15 days remaining (or 21 days in some provinces). So you might be able to apply anytime. But as James said, better go to your local office to check their policy on that and the latest requirements.

Go to immigration immediately !!!

Suggest you visit your local Thai Immigration office NOW for their requirements for the Non O Visa as retiree and the One year extension of stay as retired. Then you will have your answer.
