What is the current situation at the Penang Consulate for visa applications following the new rules applied in May?

If anybody knows the recent situation in Penang after new rule applied in May, I'd appreciate you share the info.

A couple of people are going to Penang to apply for visas in a few weeks.. so...

How early do you suppose to go to Penang consulate?

Know office opens at 8:30, visa application opens at 9:00.

Is it easy to hit the 100 people, the limit of the day there?

Especially on Mondays?

And if there are unwritten rules other than one applied 14th May there, would you share, please?

Penang seems pretty clear on what is and isn't acceptable. From where I'm sitting and seeing, Penang don't do unwritten rules.
