TLDR : Answer Summary
The Royal Thai Consulate-General in Penang has emphasized that visa applicants must adhere to a specific dress code, stating that being 'properly dressed' is mandatory for those entering the consulate. This notice has sparked discussions among expatriates and visitors regarding the significance of dress codes at government buildings in Thailand, particularly as the term 'must' is noted in their public communications. Comments in response to this announcement indicate a general agreement on the necessity of dress codes, tempered by humor and personal anecdotes about dress norms in different locales.

If they ban Tommy Bahama clothing and Reef flip flops I'm finished there.

I don't even know anybody that owns a pair of shoes here.

Just as well they don't apply this in Jomtien. Half of those working there would be banned.

Maybe one thing is that Royal Thai Consulate-General, Penang says "visa applicants must be properly dressed" in its comment. For me, this is the first to see it says "MUST" in public information on internet...

I can't see anything wrong with following a dress code when entering a government building :/

They have similar signage up at most immigration offices in the country.
