I heard Savannakhet did only single entry spousal visas. AFAIK there are only two places in Asia that give multi entry spousal without financial requirements, HCMC and Seoul.
the company I worked for didn't want to complicate things and wanted to do all visas the same. And the marriage visa was only a multiple entry visa anyway, it wasn't one of those ones valid for a year.
