Are driving test centres officially open for all now? I need to renew my license but was told I need to download an app and get a queue number to do it. But for some reason the register with passport option was greyed out and it looks like only Thai citizens can register for a queue ticket.

TLDR : Answer Summary
Yes, driving test centers in Thailand are open for all, including foreigners. However, foreigners cannot register for a queue ticket through the app and should go in person to the office for assistance. The process may vary by location, so it's advisable to visit the specific office directly.

Go to the office and apply. I renewed my 5yr license in Korat last month. The website for non Thai is still closed but no problem going to the office.
