Can I apply for a multiple entry non-O visa for my family members in Ho Chi Minh, Vietnam?

Is it true that we can't get the multiple entry non -o (accompanying spouse/family members ) visa from Ho Chi Minh in Vietnam if we apply for the visa using our kids....but we can if we apply using our spouse? So if I apply using my family members (kids) I can only get the single entry. But if I apply through my wife I can get the multiple entry.
