TLDR : Answer Summary
The Department of Land Transport in Thailand has reopened for driving license renewals, but individuals must make an appointment through their website. Confusion exists regarding the availability of services for foreigners, as different language versions of the website show conflicting information. Additionally, driving licenses expiring during the COVID-19 restrictions are reportedly automatically extended, with a grace period for renewal provided.
