TLDR : Answer Summary
In Thailand, whether you need to report to immigration every time you return for the TM30 form depends on your local immigration office's policies. Generally, there are three common policies:
1. You must file a new TM30 whenever you travel, both internationally and domestically.
2. If you only travel domestically and return to the same address, no new TM30 is required.
3. Regardless of travel, if returning to the same address, filing a new TM30 is not needed.
Individual immigration offices, such as Samut Prakan, may have specific requirements, so it's advised to check with your local office or use an app designed for address registration to simplify the process.

If returning to same address, simply register your address on the app, and use that each time. It's really very easy to use, takes two minutes and sure beats the hell out of traipsing to an immigration office
As with everything in Thailand it depends on your immigration office. Send them an email and ask. That way you have something in writing.

My immigration office is Samut Prakan. I actually hadn't left Thailand in over 2 years since before COVID, but previous to that, whenever I left Thailand and returned, I had to go to Samut Prakan immigration within 24 hours of my arrival in Thailand and get a stamp with the date and immigration officers signature on the receipt of notification ( from TM30 form). I was just wondering if we still had to do that as I heard some rules were relaxed but not sure which ones exactly. The new immigration office is a real pain in the ass to get to.
You need to ask your immigration office their TM30 policies. You'll need to ask this every year because each office is different and they also change their policies from time to time. There are basically 3 policies that offices follow.
1) any time you travel anywhere, both inside and outside of Thailand, you must file a new TM30 when you return home.
2) if you only travel inside Thailand, you don't need to file a new TM30 as long as you return to the same address you filed before.
3) no matter where you travel, both inside and outside of Thailand, as long as you return to the same address, you don't need to file a new TM30.
I would say #2 is the most common, followed by #1.
