Does anyone have recommendations for embassies or consulates near Thailand where one can apply for a 90-day/Multiple entry Non-O Spousal Visa and also enjoy a 3-4 day holiday?
N.B. Please don't suggest Savannakhet.

TLDR : Answer Summary
The conversation discusses recommendations for applying for a 90-day Multiple Entry Non-O Spousal Visa and includes a request for suitable embassies or consulates near Thailand, explicitly excluding Savannakhet, Laos. It notes that the only remaining locations for this visa application are Savannakhet and Yangon, Myanmar, both of which require appointments.

How about just a 90 day spousal visa? (which I plan to extend at my local IO) For me the MENO visa was just a bonus option, I didn't realise that now only Savannahket offer it.
The only advantage to getting this outside Thailand is if you don't have 400k in a Thai bank account but you must have that to consider the 12 month multi-entry
Yes, you can get it inside Thailand as long as you meet the requirements. Suggest you go to your immigration office and ask them for their handout of requirements to do a conversion to non-O based on marriage to Thai. That way you can double check that you are able to meet those requirements.
You can get that anywhere really. All of the Thai embassies in nearby countries offer it. But you should look at their websites to see how long the e-visa processing time is. For example in Cambodia it's 15 working days, so you would need to spend a few weeks there.
The last embassies that still offer in-person services with an appointment are going to be in Laos (Vientiene and Savannakhet) and Yangon in Myanmar. It's already been confirmed that both of the Laos embassies are switching to e-visa at the end of this year so time is running out.
By the way they all require proof of funds. So if you can meet that requirement, why not just convert to the non-O marriage visa inside of Thailand?
I was planning to go during the last week of January since that’s when my current extension will expire, requiring me to leave and get a new visa. Are you suggesting I should just go out, get an exemption stamp, and then convert it to a non-O at my local IO?
