TLDR : Answer Summary
You cannot submit a bank statement as proof of address for obtaining a Thai international driving licence or a residency certificate. To acquire a residency certificate, you need to have a filed TM30 form.

I don't have the paper contract with me from the landlady, I submitted it for my TM30 but I do have the receipt. Could I just use that? Samut Prakan office.
