You can submit TM30 again now to get the latest receipt. No problem with or without a record of staying elsewhere. Anyway, you need to re-submit TM30 with your new passport when it comes and before you transfer stamps (if any).
It wouldn't be a problem if you left Thailand through e-Gate without a departure stamp. Thai immigration knows your departure record on the system.
Get the new passport in your home country, and show both old and new passports at the entry to Thailand. Make sure you are stamped in for the same date with your current extension with Non-RE on visa class on your entry stamp, before leaving passport control.
Once you are back in your address in Thailand, bring both passports to the immigration office that issued your extension to apply for transfer stamps.

You cannot "renew" your visa. Depending on your nationality, you can apply for a 30-day tourism extension at the local immigration office that serves the address on your TM30 if you entered on visa-exempt (you don't "need to" do it).
This is general information for tourism extension. You have to check with your local office for their specific requirements.

TM30 is supposed to be submitted within 24 hours from arrival to that address, NOT Thailand. And no problem you re-submitted again. The latest dated report is the one active and valid.
Submit before you go to apply for your visa/extension and the get a receipt. Then you would be fine.
Basically, yes. But you need to return to Thailand on or before the date on your current stamp, as the re-entry permit will also have the same validity, and apply for your extension.
So, if you plan to back to Thailand before your current stamp expires, get a re-entry permit before you leave.
A re-entry permit works like "keep your current stamp alive", it wouldn't add any day more than you have now. So cannot do the "save the remaining days for later" thing.
