Yes. Most visas are valid for 90 days from issue.

On entry you’ll get stamped in for the number of days the visa allows.

Coming from the US you would get a visa exempt entry for 60 days. You can extend that once at a local immigration office for a further 30 days.

Not correct. The Non O whether applied for prior to coming or in country does not require health insurance.

A Non OA visa (only available in your home country or legal residence) requires health insurance and so would extensions from it.

As you already have the bank account come over and enter visa exempt. Put 800k in your bank account. When you have 30 days or less on your stamp (but more than 21) apply for an in country Non O for 2,000 baht. That’ll give you a 90 day visa.

When that’s running down apply for the 1 year extension.

You can’t get a 1 year visa off the bat. You have to convert to a Non O first.

Not sure if it’s the case everywhere but in Phuket you must also fill out the forms STM2 and STM9 for extensions.

The validity date of the visa and the number of days you get are independent of each other.

If your visa is valid until say September 22nd (a made up date) and you enter on the 22nd or anytime before you’d be given a stamp for whatever amount of days you’d be allowed. You mention 60 days so I’m assuming you may have applied for a tourist visa (which for most people is not needed these days - but that’s by the by).

How can’t you plan a trip like that? You apply for a visa say 30 days prior depending on the embassy you use.

They confirm it 5 days or 30 days after applying (depending on the embassy - some are quick. Some not so).

You then have 85-60 days to wing your way to Thailand to use said visa.

Your visa is correct. It runs from the date of issue. Depending on the visa you applied for that would normally be 90 days from issue.

If you’ve applied too early then that’s on you. You’ll rarely have any luck contacting an embassy but even if you could it wouldn’t change the fact that your visa is correct.
