If you have a Thai speaking friend, I'd take them to immigration and talk to them. Take a note book and write it all down. Take names of who you speak to and see if you can use them as a single point of contact while you negotiate this process. You, or a Thai speaking friend, could even have a go phoning them. I found E-mail pretty ineffective. Maybe LINE.
