Does anyone have a power of attorney form they can send me ( in relation to submitting the tm30 in person)

 That’s not an official government website. From reports it seems to work fine though.

 tried put cannot get documents to attach under 2mb ?

 can do resize on modern phones and tablets, done it on my samsung phone and also on my iPad

 yes under 2mb. Send it to someone on messenger and then download that. Should be fine or if not lots of websites will resize for free.
