Has anyone here applied for the non-O visa based on marriage in HCMC? If so, do you know what exactly they mean by "Certified copies"? e.g. certified copies of blue book, certified copy of ID card. Also, does anyone have a draft of the "guarantee letter" to be written by Thai spouse. Thanks.

The "guarantee" letter is just a signed and hand written letter from your wife stating her details, that she is married to you and that she supports your application for the spouse visa.
Certified copies are copies of documents stamped by the Thai Ministry of Foreign Affairs.
Take copies and originals to MFA and they will inspect and stamp them as real copies. Anything translated to Thai from another language needs to be certified.
